Small Local (SLBE) and Small Local Emerging (SLEBE) Business Entities are those business domiciled in the District’s service cities: Albany, Alameda, Berkeley, Emeryville, Oakland, and San Leandro.
Program Highlights
- SLBE Participation – Non-SLBE prime contractors must utilize twenty-five (25) percent SLBE contractors for which they can receive a 3-5% bid preference if exceed 25%
- SLBE Revenue Thresholds – Gross annual revenues cannot exceed:
- $11.5M for construction firms
- $6M for goods and non-professional services suppliers/vendors
- $5M for architecture and engineering firms (A&E), and other professional services firms.
- Certified Status – SLBE and SELBEs must show proof of certification. Ex: SBA, City of Oakland
- Prime contractor must maintain the SLBE/SELBE subcontractor percentages listed at time of bid submission.
